The Dipping Sauce: Combine the ingredients in a small bowl and put in fridge.

Preheat oven to 425 degrees. In a small bowl, mix together the oregano, rosemary, cumin, and salt. Lay the chicken wings on a baking sheet and season with the mixture.

Bake the wings for 25 to 30 minutes. While the chicken is baking, melt the butter and mix in the fresh basil, garlic, and parmesan cheese. Add a little salt to taste.

When the chicken wings are cooked through, toss the wings with the garlic/butter/parmesan/basil sauce. Serve with the blue cheese/mustard dressing.
