  • 1 Preheat broiler to high. Cut the red bell peppers in half removing the seeds. Press flat on a foil lined baking sheet and broil for 5 minutes until blackened. Roll the foil into a ball around the peppers and let stand for 5 minutes. Remove from foil, peel off the skins and coarsely chop.
  • 2 In a large skillet over medium-high heat cook the ground meat and onions until no longer pink and drain off the excess fat. Return meat to the skillet and add the cream cheese. Blend in until completely incorporated.
  • 3 In a large bowl, combine the rest of the ingredients into the meat mixture. Mix until fully combined evenly.
  • 4 Preheat oven to 350 degrees. Prepare a 9 x 13 glass baking dish by spraying it with cooking spray.
  • 5 Pour in the mixture from the bowl into the baking dish and even it out. Bake for 4o minutes or until bubbly.
  • 6 Remove from oven and let stand for 10 minutes before serving.
