Combine the marinade ingredients in a bowl and add the meat slices. Let stand 15 minutes to 2 hours. Longer is better.

In a separate bowl, combine the sauce ingredients. Set aside.

To prepare the filling, heat a wok or large skillet over high heat. When hot, add the oil, swirling to coat the sides. Add the garlic and ginger and fry for 30 seconds. Add the carrots, bell pepper, and celery and fry for 1 minute. Add the soy sauce and sesame oil, toss to coat everything. Transfer to a bowl and let cool.

To make the beef rolls, lay beef slices out with short side facing you. Equally divide the chives, mushrooms, and vegetable mixture among the pieces of meat. Roll the beef up, over the filling and secure with toothppicks.

Place a large skillet over mediumm high heat Add the vegetable oil and butter, swirling to coat. When hot, add the beef rolls, seam side down, and let sear for 1 minute, turn the roll. Add the sauce to the pan. Cover and simer over medium heat until the beef is just cooked throgh, about 2 minutes. Remove toothoicks and sprinkle ith sesame seeds to serve.
